Starting from WinPcap 4.0beta3, support for the Windows 9x/ME family of operating systems has been dropped. The last builds supporting such OSes are WinPcap 3.1 and WinPcap 4.0beta2, both available in the archive. 

WinPcap 3.1 final is not available in the archive at the moment. Please correct this.
