[Winpcap-bugs] Problems in windows Vista

Did you run your winpcap-based applications with elevated privileges? 
otherwise you are running into UAC (user access control). You need to run 
your application with elevated privileges by right-clicking on the 
application link (or on the command prompt link, if you are running the 
application from the command line) and choosing "run as administrator".
