Are you using any sort of firewall/antimalware software on your machine? It looks as though some component (an intermediate driver?) is filtering packets before they reach the WinPcap driver.

  Pcap version: 4.1 beta 3
  OS: MS Windows Vista Home Premium x86
  Network Adapter: Realtek RTL8139/810x Family Fast Ethernet NIC

  Problem: 

  I use WinPcap 4.1 beta and try to capture packets from my network adapter. But all I recieve from it - is only incoming packets. Outgoing packets are not captured. So, I launched WinDump to compare the result, and it also shown only incoming packets for this interface, but not outgoing. Then I tried Microsoft Network Monitor 3.1 and it returned good result! It shown outgoing packets. So why MS Network monitor is able to display all traffic( incoming and outgoing ) and WinPcap is not?
  So can you help me? Hope for fast answer :-)
