The log is extremely strange. WinPcap cannot start its driver service (NPF) 
but nevertheless StartService doesn't return any meaningful error code (it 
returns 0 = SUCCESS).

Have you tried disabling the Endpoint Protection software?
Also, can you please try opening a command line and typing "net start npf"?

Hello,

I am unable to run any applications that use the WinPcap utility because it 
is unable to find the network adapters on a machine.  I tried running Paglo 
(the original application) and to test WinPcap I also ran WireShark and 
WinDump.  Both subsequent applications were unable to find either of the 
adapters installed in the machine.  I also tested the entire process on a 
machine that is the exact same model and has the same hardware.

WinPcap version: 4.0.2
OS version: Windows Server 2003, SP2
No firewall, no VPN installed however the machine is joined to a domain
A/V: Symantec Endpoint Protection 11.0.2000.1567

The adapters in question are the Marvell Yukon 88E8056 which are onboard the 
Asus RS100-X5/PI2 server motherboard.  I tried running the latest drivers 
from Asus as well as the latest drivers from Marvell (10.60.6.3).

I have attached the following files: adapters.reg, npf.reg, services.reg, 
tcpip.reg and winpcap_debug.txt
