There are multiple versions of packet.dll, depending on the OS winpcap gets
installed on. Some of them depend on wanpacket.dll

No. npf.sys and packet.dll should be matching versions.

Why are you trying to create your own custom installer of WinPcap? The
installer installs different versions of the files depending on the OS.
Making your own custom installer is the perfect recipe for trouble.
