[Winpcap-bugs] winpcap refuses to install on windows 7 x64

This is completely normal. At the moment we have not tested WinPcap on Win7, 
so the installer refuses to run on Win7.

If you really want to run/test WinPcap on Win7, run the installer into 
"Windows Vista x64" compatibility mode. It should work (I haven't tried 
myself on an x64 OS).
