First, why aren't you using the WinPcap installer available on the website? 
Manually installing the WinPcap files is usually a good recipe for trouble.
Regarding your question, at the moment we have a driver for all the 
2000/XP/2003/... OSes (32bit) and another one for x64. Plus a 3rd one just 
for NT4.

You have to use the WinPcap developer's pack available on the winpcap.org 
website. Lib and header files are all there.
