The stable version installs ok on Win7, simply because there is no check for
that operating system (I think it considers Win7 as Vista, but I'm not 100%
sure). It can work ok but it's never been tested on that operating system.
4.1beta5 is much stricter as far as checks of the target OS, and refuses to
install.
In any case, none of them are certified to work on Win7.
WinPcap 4.1 will be out in less than a month and will officially support
Windows 7.
