Paul,

can you deal with the issue? I have some plans to release a new beta version 
of WinPcap (4.1 beta2?) within 1-2 weeks, including the latest available 
snapshot of libpcap and some major changes to the winpcap devpack, but I 
don't plan to release a new version of the stable WinPcap.
