[pcap-ng-format] Proposing new block type for PCAP-NG (UNCLASSIFIED)

We should look at 3GPP location information IEs and reuse one or more of them. The best would probably be to alow several location formats and let that be expandable.

For centimeter resolution on the Earth's surface, 32-bit integers should suffice, unless I've missed something (the Earth's circumference is about 40,008 km, so 4,000,800,000 cm).
