[pcap-ng-format] Personal project - lightweight implementation of the standard

Hello,

As part of a personal project that deals with pcapng traces I've created a
small and lightweight C library that can read, write and manipulate pcapng
files.
It only works for little endian traces for now and it's pretty rough around
the edges.

The project can be found here[1]. Just thought you might be interested to
know about this for your list that tracks the known implementations of
pcapng.
