[pcap-ng-format] restarting IETF opsawg work

I think that maybe it not too late to get onto the OPSAWG agenda.
It's April 7.  I'd like to re-post the draft today if I could so that I can ask.

I'd like to convene a webex/whereby/zoom/jitsi (some webrtc) authors call.

Posting an Informational RFC for PCAP may be useful.

But, I think a STD-track PCAP-ng is really the goal.
