[Windump] WinDump Installation taking too long. Is it normal?

Hi i just downloaded the Windump installer and ran it. It opens a cmd
prompt as similar to the picture attached above.
15 mins to 30 mins have passed, yet nothing is appearing in the cmd prompt.

Is this normal for windump to get installed over a period of long time?

kindly advise me, thank you.
