What do you want to know about the implementations?

WinPcap is intended to capture, and transmit, low-level packets; it 
doesn't use the TCP checksum offloading.  (It, like libpcap on UN*Xes, 
does, however, capture outgoing packets before the checksum is added to 
them, if you're capturing on an interface that does checksum offloading.)
