I think you (or some strange "cleaner" app) removed the necessary uninstall 
files from your system.

To get rid of this problem, go to c:\windows\system32 (or c:\winnt\system32, 
if it's win2000/NT4)  and delete packet.dll. Then reinstall WinPcap 
normally.
