It's not actually a service that shows up in the SCM list, so it doesn't
show up in the services.msc console (or whatever the Vista equivalent
is).  It's a driver (but in Windows all drivers act like services).

Either npf or "NetGroup Packet Filter".

sc config npf start= automatic

works in XP.  Assuming sc.exe is still provided in Vista, it should work
there too (but will likely have to be elevated).

Alternately, on 2K Pro or XP, you can go into device manager, hit "View"
- -> "Show Nonpresent Devices" (or something like that), then you'll find
"NetGroup Packet Filter" under the "non-plug-and-play devices" section.
Bring up its properties, and one of the tabs will have a startup
behavior dropdown.  Change it from "Manual" to "Automatic".
