[Winpcap-users] BUG rpcapd - unable to attach previously used socket

in repeated execution rpcapd is unable to attach previously used socket and
shows msg:
bind(): Address already in use (code 98)

This can be prevented using setsockopt with SO_REUSEADDR as in attached
patch.

I don't know if windows has similar functinality and setsockopt is enclosed
with #ifdef WIN32
