[Winpcap-users] Does winpcap defeat the microsoft raw packets lock?

I am new to winpcap. Before I go any further, I'd like to know if I can
use it to send low-level packets, handcrafted so to speak,. With fake IP
addresses.
I'd be hand-crafting TCP packets in order to do security testing of
various TCP/IP stacks.
