If if_tzone is just the offset from GMT as of the time the capture  
starts, if_isdst shouldn't be necessary, as the offset would include  
any DST adjustment.  (If the capture crosses a standard/DST boundary,  
that won't work, but, at that point, you'd probably need the Olson  
code and database in your application, and an indication of what the  
*name* of the time zone locale is.)

Note also that if_isdst isn't necessarily sufficient, either, as,  
although the Olson database doesn't appear to have any *current*  
locales with a DST offset other than 1 hour, there are some in there  
that had a 2-hour offset at one point.
