[pcap-ng-format] SVN access to NTAR and pcap-ng specification

Hi Gianluca,

can you get me r/w access? I'd like to replace a few of the TODO example 
parts where possible.

Oh, and did you mean "as of now, the page... is NOW automatically 
updated..."? :-)
