[Winpcap-users] Filtering app

Hi All,

I want to write content filtering application. For example if someone from Lan will type www.poland.pl it will be block. I know that winpcap can not be used by firewall but I think how to pass it. For example if I will send packet with FIN flag the contection will be closed. I want to know is this possible to do this with winpcap? Maybe someone made such application? I'm waiting for some help.
