[Winpcap-users] Why does WinPcap 3.1 attempt dial-out on installation?

Hi,

I've checked the manual, FAQs and list archive but cannot find any
explanation why WinPcap 3.1 tried to access my DNS (logged and blocked
by firewall) on installation.

Is this known behavior? Could someone give an explanation please?
