ARP:  0x0806  opcodes 1/2 (Request/Reply)
RARP:0x8035  opcodes 3/4 (Request/Reply)

Yes, an RARP server is normally provided as a user process,not as part
of the kernel's TCP/IP implementation.So a normal system will never
answer your program.
