Besides C:\Windows, have you looked on all the system's drives, for 
local copies of the driver?

You could also use a registry tool to search for traces of the old 
driver there.

Not sure how the previous Process Explorer advice failed,  you need to 
enable logging when you start using it. Process Hacker might be helpful.

DeviceTree might help, where the MS Device app didn't, but this is for a 
non-device driver, so perhaps not the best choice of tool.

FileSpy or IRP Tracker could probably help, to watch the I/O that is 
happening. Enable logging before you run the WinPcap installer; it is 
finding the other driver you can't find, so look at it's IRP logs, for 
files/directories.
